Programme for Integrated Development and Adaptation to Climate Change in the Zambezi River Basin

The Multinational Programme for Integrated Development and Adaptation to Climate Change in the Zambezi River Basin (PIDACC–Zambezi) is a five-year initiative (2023–2027, closing June 2028) supported by the African Development Fund of the African Development Bank. The programme seeks to build resilient communities along the Zambezi Watercourse through inclusive investments, job creation, and ecosystem-based solutions that address both climate and economic shocks. It focuses on the environment, agriculture, and water, and is being implemented in Mozambique, Zambia, and through the Zambezi Watercourse Commission (ZAMCOM).

In Zambia, the Ministry of Agriculture is the executing agency, working alongside the Ministries of Fisheries and Livestock, Green Economy and Environment, and Water Development and Sanitation, together with ZAMCOM, NGOs, and community-based organizations. The project is being implemented in 36 wards across 12 districts in Northwestern and Southern Provinces, grouped into two clusters: the Gwembe Valley Cluster (Chirundu, Gwembe, Kazungula, Livingstone, Siavonga, Sinazongwe) and the Kalene Cluster (Chavuma, Ikelenge, Kabompo, Manyinga, Mwinilunga, Zambezi).

PIDACC–Zambezi is expected to directly benefit 360,000 people (around 45,000 farm households), averaging 10,000 beneficiaries per ward, by improving natural resource management, developing climate-resilient infrastructure, supporting inclusive livelihoods, and strengthening institutional capacity. Ultimately, the programme will contribute to greater resilience, food and water security, and sustainable development in the Zambezi Basin.
